Policy Empowerment and Public Participation: Insights from the Necessary Condition Analysis

The growing demand for broader public participation in addressing
social challenges has heightened interest in understanding the factors that influence
participation. This study adopts the perspective of empowerment theory and employs
a mixed-methods approach, integrating Structural Equation Modelling (SEM),
Necessary Condition Analysis (NCA), and Fuzzy-Set Qualitative Comparative Analysis
(fsQCA), to evaluate the impact and priorities of policy resources, and psychological
and decision-making empowerment on public participation in poverty governance. The
findings demonstrate that policy resource empowerment emerges as fundamental and
necessary among the three types of empowerment. And when resource empowerment
and psychological empowerment work in tandem, they can obtain the most favourable
outcomes. By contrast, while decision-making empowerment can foster more proactive
engagement, it plays a valuable supplementary role rather than serving as the primary
driving force. These findings help solve the limitations associated with a single
methodology to provide new insights into the prioritisation of policy empowerment
measures to influence public participation and to identify the necessary and sufficient
conditions to enrich the research related to the factors influencing public participation.
The findings also offer actionable insights for policymakers aiming to enhance public
engagement in poverty governance.
