Abstract
An ultimate goal of community development is social well-being. According to social development approach, social well-being can he measured via three indicators; ways in which a society manage their social problems and fulfil their deficit of needs, and the availability of social opportunities for members of community to develop themselves. Those indicators are crucial* d creation of a safe environment in which members of a community would feel free to develop their self-potential, participate in pro-social activities, and contribute to the community, development. Better understanding of these indicators would facilitate policy-makers and social planners with basic knowledge and skills when working with a community.
